Dear Editor,
There is an old adage in retail that the most expensive item in the store is the “free sample.” Grocery stores don’t give away bites of food out of generosity; they do it because behavioral psychology proves that receiving a gift triggers a powerful, deeply ingrained human impulse: the rule of reciprocity. It creates a subtle sense of debt, lowers our critical defenses, and changes our mindset from skeptical browsers into compliant buyers.
This exact corporate psychological tactic is currently playing out in our municipality.
The Municipality of Meaford recently signed a multi-million Pre-Development Agreement (PDA) with TC Energy regarding the proposed Ontario Pumped Storage Project. Our local leadership has been careful to stress that this agreement “in no way, shape, or form” constitutes project approval. They point out that the $3.24 million discretionary funding package—including $1 million annually for local scholarships and community initiatives—comes with “few, if any, strings attached.”
But we must look past the fine print to the psychological reality. By injecting millions of dollars into our municipal operations and community groups before the final environmental and federal approvals are even granted, TC Energy is giving Meaford a massive corporate free sample.
Taking this money right now fundamentally alters our community’s receptiveness to the project. Once our local groups, schools, and municipal budgets become dependent on this discretionary cash, our collective ability to remain a neutral, critical evaluator vanishes. Sunk-cost bias sets in. It shifts the local conversation away from the vital question—“Is this massive project safe and right for our environment?”—and subtly reframes it as “How can we afford to lose the millions they are already giving us?”
While the project still faces rigorous scrutiny from the Impact Assessment Agency of Canada, the front-loaded financial goodwill creates a profound political obligation to remain a “willing host.”
We must recognize this funding for what it truly is: a highly effective mechanism designed to soften local resistance and slowly change our minds. Meaford residents need to keep their eyes wide open. TC Energy’s millions are not a gift; they are an investment in our compliance.
Respectfully,
Lindy Iversen, Meaford
