There was a major glaring omission in your article (The Pet Expert: Should Household Limits Be Put on Pet Ownership? July 8, 2021).
You didn’t even mention the lack of affordable spay neuter services as a reason for the excessive numbers of cats and dogs of low-income pet owners! This is the main reason why these people have so many cats!
The average price of a cat spay (including vaccinations) in Kingston is about $600!!! Obviously the solution is to provide affordable spay neuter, not imposing a restrictive expensive bylaw which can’t be enforced effectively or fairly on a large part of the city where there is no problem.
